Execution risk remains material despite this favourable positioning. Recent milestones illustrate both progress and the sector's early stage: in August 2026, Norway's Hellesylt Hydrogen Hub became the country's first RFNBO-certified hydrogen production site, a meaningful regulatory step but also a reminder that certified, investable projects remain relatively scarce even in a well-positioned region. Grid connection costs, water-use considerations in hydrogen-intensive regions, permitting timelines and the pace of demand-side commitments in Germany and elsewhere will all influence whether Nordic export ambitions are realised on the timelines currently modelled.
